Recruitment process outsourcing (RPO) – global industry analysis 2020

Recruitment process outsourcing (RPO) is a segment of business process outsourcing (BPO). It is also known as employment process outsourcing. Under RPO, a company (employer) outsources its recruitment process or processes therein to a third party service provider. Recruitment process outsourcing services are beneficial for the employers who lack internal resources essential for hiring top talent to help the employer thrive in the marketplace. Additionally, recent trend across the industry, driven by strategic requirements, is that the employers opt for recruitment process outsourcing services to focus on their core competencies and reduce cost. Companies that offer recruitment process outsourcing services are responsible for performing tasks such as vacancy monitoring, job posting, candidate/resume searching, application tracking, resume screening, resume processing, resume marketing, candidate screening/short listing, finding skilled recruiters and maintain database.

Recruitment process outsourcing market is primarily driven by the increasing attrition rate across several industries. Moreover, the demand for such services is boosted by rising number of fresh graduates and post graduates every year. In addition, the implementation of software solutions, cloud and web based services has helped to streamline the recruitment process which supports the growth of the market and provides opportunities for new players to enter the recruitment process outsourcing market. However, the major challenge for such service providers is to understand the profile desired by the employer and be able to adapt the process to their standards. This challenge is overcome with proper coordination between the service provider and the employer. The employer has to specify its requirements to the RPO prior to initiation of the recruitment process.

RPO services are categorized under two major categories namely, on-site and off-site RPO services. Under the on-site RPOS service, a recruitment team is designated within the premise of the employer and offers end-to-end recruitment services to the employer. In this model the RPO provider has access to the internal technology and the hiring managers. In off-site RPO services, the employers contact the RPO providers and then they are responsible for the entire technology, methodology and reporting used for recruiting new employees. Owing to the rising globalizations globalization, the off-site RPO services is expected to dominate the market over the coming years.

On the basis of type of outsourcing, RPO services are classified as fully outsourced and partially outsourced. In fully outsourced RPO service, the RPO providers are responsible for the entire process i.e. from understanding the employer’s requirement to the on-boarding of the candidate. Additionally, in fully outsourced RPO services, RPO providers also responsible for conducting document verification and medical fitness check of the candidates. In partial RPO services, the RPO providers understand the requirements, search candidates, shortlist candidates and provide a final list of eligible candidates to the employer. The type of RPO service chosen depends upon the requirements and the availability of resources with the employers. The cost involved in partial RPO services is less as compared to fully outsourced RPO services.

On the basis of geography, the market is segmented into North America, Europe, Asia-Pacific and Rest o the World. Asia Pacific is the potential market for RPO services due to the increasing number of small and medium sized organizations in these regions. In addition, large multinational organizations are expanding their business in these geographies. As a result, the demand for RPO services is expected to increase in these regions.

The recruitment process outsourcing market include players such as Argus Recruitment Solutions, Seven Step RPO, Randstad Holding Company, Zyoin, Pontoon Solutions, Pinstripe, Inc., Accolo, Inc., Futurestep, The Rightthing, Alexander Mann Solutions, TalentFusion, Kelly Outsourcing and Consulting Group, and Manpower Group Solutions.

Managing the Risks

Marex Marine and Risk Consultancy specialises in Marine and Risk consultancy, Safety Management Systems, Safety Cases, Thorough Reviews, Audits, Risk Assessment and Studies, Technical Authorship and Rig Moves.

Formed in 1998, Marex, whose core business is Safety Case authorship (introduced in UK under the Cullen Report following the Piper alpha platform disaster in 1988) now has two rapidly expanding departments, Risk and Marine, which operate from its harbour side offices in Aberdeen, Scotland.

The worldwide oil and gas market is changing and has been opened up to Marex as more coastal states now have a requirement for drilling companies to have safety cases. This is coupled with the fact that the oil majors are requesting drilling companies to have safety cases even if there is no coastal state legislative requirement. Marex for many years has been a leading provider of Safety Cases and HSE Cases Internationally, having completed over 100 cases to date. Furthermore, the Macondo incident in the Gulf of Mexico will no doubt result in a more prescriptive legislative regime worldwide and a requirement for the expertise of companies such as Marex Marine and Risk Consultancy to become involved in the risk assessment process worldwide. Regardless of legislation there is a duty to provide a safe place of work.

Marex coordinates a team of marine, safety and risk professionals, working in such places as Norway, Egypt, Brunei, Singapore, South Korea, Trinidad, Bahrain, Turkey and US. The team comprises of Master Mariners, Marine Engineers, Naval Architects, Mathematicians, Human Factors, Risk and Safety specialists and Industry experts. This combination of staff allows Marex to very effectively perform a variety of tasks to support their clients well, demonstrated by its organic growth, based, largely on repeat business and referral.

The departments carry out work for oil majors, including Principal Marine Support provision, Ship Vetting, Auditing, Incident Investigation, Safety Management Systems, Safety Cases, Thorough Reviews, Bow Tie Risk Assessment, Practical Risk Assessment Workshops for Managements and Crews and the planning and execution of Rig Moves as well as undertaking Technical Authorship, OVIDS and General Marine Consultancy.

Marex has developed innovative ways of ensuring that aspects of the PFEER (Prevention of Fire Explosion and Emergency Response) Regulations, and the Design and Construction Regulations are addressed. It has helped its clients introduce user friendly verification schemes.

The Marex risk assessment techniques ensure that the workforce is better able to understand the Safety Case and the implementation of its related regulations. Greater involvement of the workforce is a key point made much of at the joint industry conferences on the topic. Marex employ QRA specialists who have developed robust qualitative risk assessment techniques to fit all levels of hazard, increasing their strength and reputation in this field.

Ian McDougall, Managing Director, Marex Marine and Risk Consultancy, stated “Over the last five years, there has been noticeable development in the volume of work being undertaken worldwide and the geographical spread of that work. Consequently, the team has grown considerably in numbers and depth of knowledge to meet this need.” .

AquaTerra Solutions Ltd Secures Significant Restricted Access Work

The contract work scope, which includes an array of construction and upgrade work, was awarded by Fairfield for work on the Dunlin Platform.

Working with Amec, Fairfield’s Duty Holder on the Dunlin Platform, AquaTerra will be working primarily within the potentially hazardous environment of the concrete legs using full BA and escape systems.

Having previously completed an array of construction, inspection and electrical services by multi-disciplined rope access teams within the legs AquaTerra was selected to manage future works within the legs.

AquaTerra Solutions Ltd has seen significant growth over the last couple of years and Managing Director, Peter Robinson, believes that this stems from the company’s ability to provide customers with specialist capabilities and extensive experience within concrete base structures.

Commenting on the contract win, Mr Robinson said: ‘We’re delighted to have secured this contract as it underpins our growing relationship with Fairfield and with Amec.  We’re very pleased and we think it’s a reflection of our strong understanding of our customers and their requirements.

In addition to providing global Rope Access support and services, AquaTerra’s portfolio also includes an international training division with modern, purpose-built facilities in Aberdeen including Rigging Loft and Working at Height frame.  The company also specialises in work and rescue equipment supply

Strong salaries for subsea, pipeline and drilling engineers reflect thriving oil and gas industry

Salaries for oil and gas engineering professionals are reflecting an active and increasingly confident industry according to The Oil & Gas Global Salary Guide 2012.

The Guide, which surveyed over 14,000 oil and gas professionals across the globe found that subsea, piping and drilling engineers are commanding the highest salaries of the 24 disciplines surveyed.

Drilling engineers in particular have seen impressive year-on-year salary gains with senior professionals now averaging salaries of $98,000 per annum while manager level staff earn US$142,500 equivalent. Subsea engineers came out on top of all disciplines surveyed and can expect average salaries of US$105,200 and US$146,900 respectively for the same levels of skill and responsibility.

Reservoir and petroleum engineers also commanded impressive salaries with senior level practitioners earning an average pay packet of US$97,800 and manager level professionals at US$123,400.

Matt Underhill, Managing Director of Hays Oil & Gas, who produced the Guide with leading jobsite Oil and Gas Job Search, comments: “It is very encouraging news for engineering professionals as well as the industry itself as it reflects the increasing levels of confidence and activity over the last year and into 2012.”

Underhill adds: “These are figures for average salaries across the world and there will be many highly skilled engineering professionals earning considerably more, particularly those in high paying countries such as Australia, the US and Norway.  It is also worth noting that around 40% of engineers are contractors, which shows an industry that is bringing a wealth of new projects online.”

Duncan Freer, Managing Director of Oil and Gas Job Search comments: “There has also been a significant and welcome demand for graduate level engineers which was not the case in recent years.  Skills shortages have been a major concern for the continuing health of the industry and this change is a step in the right direction.”

While the general trend for engineering specialisms has been upwards, there have been a few exceptions within the core-engineering disciplines of electrical, process and structural, all being relatively flat compared to last year.

Overall the Guide showed an industry looking forward to strong growth.  Employer confidence has seen a large increase with 26.7% extremely positive about the current market, up from just 9.7% in 2011. Three quarters of all employers expect staffing levels to increase in the next 12 months.
Duncan Freer Managing Director of Oil and gas job search comments: “The general picture presented by the research shows an industry with renewed strength and vigour, offering attractive rewards and opportunities to engineering professionals across the globe.”

Statoil announces contract awarded for construction of Valemon deck

Statoil is to choose Samsung Heavy Industries for construction of the topsides for the Valemon platform. The contract is worth an estimated NOK 2.3 billion.

The award has taken place in wide-ranging international competition among pre-qualified suppliers.

“We’ve awarded the assignment to build the Valemon topsides to Samsung Heavy Industries,” says Jon Arnt Jacobsen, chief procurement officer in Statoil.

“We have good experience with this supplier which also has a good track record in HSE. All requirements were met and Samsung presented the overall best offer.”

The contract covers engineering, procurement and construction (EPC) of the topsides and living quarters, as well as an option for mating offshore of the topsides with the steel jacket. The Grenland group in Sandefjord, Norway and Technip in Malaysia will perform the engineering work. The Grenland group will also construct the flare boom. The living quarters will be built by Hertel Marine in the Netherlands.

Capacity and cost developments on the Norwegian continental shelf (NCS) are challenging and it is important for Statoil to have a diversity of suppliers with capacity to deliver on time and with the proper quality.

“This is an interesting project for the supplier industry,” says Jacobsen.

“Several suppliers based in Norway will also benefit from this contract award as sub-contractors for Samsung. In addition there will be deliveries under Statoil’s other frame agreements, where the Norwegian supplier industry is expected to be competitive and to secure important contracts.”

Contracts for the construction of the steel platform jacket have previously been awarded to Heerema Vlissingen B.V. Transport and installation of the jacket and topsides was awarded earlier to Heerema Marine Contractors Nederland B.V. Saipem was assigned the contract for installation of the topsides. The contract for pipeline design has been awarded to IKM Ocean Design.

The Valemon field will have a fixed steel platform to separate gas, condensate (light oil) and water. The topsides will have facilities for partial processing and export of unstabilised condensate and rich gas.

“The platform and transport solution for Valemon forms a good basis for developing other oil and gas fields in the area,” says Ivar Aasheim, senior vice president for Statoil’s field development business cluster.

“Along with the ongoing Gudrun development, Valemon will contribute to a high activity level on the NCS in the coming years.”

The Valemon field will be one of Statoil’s largest development projects on the NCS in the time ahead. It contains about 206 million barrels of oil equivalent. The Valemon reservoir is complex since it is split up but also because of high pressure and temperature.

The gas from Valemon will be sent via the existing pipeline between Huldra and Heimdal, which is a hub for onward transport to the European gas markets. The condensate will be piped via Kvitebjørn for stabilisation and sent on to the Mongstad refinery near Bergen. A submarine cable will supply Valemon with electricity from Kvitebjørn. Read more…
